Cabinet Secretary
Wayne Propst is the Cabinet Secretary for the New Mexico Department of Finance and Administration, having been appointed to the position by Governor Michelle Lujan Grisham in January 2023.

Deputy Cabinet Secretary
Renee Ward has nearly two decades of experience working in finance, legal, compliance and human resources with state and local government, the University of New Mexico and several healthcare systems.
Dr. Andrew Miner
Acting Director State Budget Division/ Deputy Cabinet Secretary
Andrew Miner has nearly 15 years experience working in state budgeting in New Mexico and Wisconsin. He has a Doctorate in Public Administration from Valdosta State University.
Patrick Schaefer
General Counsel
Patrick’s practice has specialized in financial transactions and the oversight of financial institutions, with a particular focus on regional and binational markets in New Mexico.
Prior to joining DFA, he served as General Counsel to the New Mexico Regulation and Licensing Department which oversees the financial, securities, construction, and cannabis industries, among others.
Ashley Leach
Director, Board of Finance
Ashley is the Director of the New Mexico Board of Finance. She has been with DFA since January 2019 and was previously with the New Mexico Department of Workforce Solutions for nine years as an economist. Ashley received her MA in Economics from The Ohio State University and BA in Economics from the University of New Mexico.

Acting Director, Financial Control Division/State Controller
Mark Melhoff has dedicated his career to being a leader in the Financial, Accounting and Procurement fields. He has been with the Department of Finance & Administration for 10 years serving in various accounting, financing and budgeting roles.
Wesley Billingsley
Director, Local Government Division
As Director of the Department of Finance and Administration (DFA), Local Government Division (LGD), Wesley brings over 20 years of accounting experience and expertise, with over 10 years in state government. He served as the DFA, Capital Outlay Bureau (COB) Chief since March 2019 and as an analyst with COB from September 2017 through March 2019.
Kathleen Pinyan
Director, Administrative Services Division
Kathleen has over 25 years of experience in accounting with emphasis on governmental and health care finance.
Leonardo Delgado
Chief Economist
Dr. Leonardo Delgado serves as Chief Economist for the Department of Finance and Administration (DFA).
Dr. Delgado manages the Economic Analysis Bureau at DFA. He keeps track of General Fund revenues, maintains and develops revenue forecasting models.
